Like others, I agree that his English, well it kinda sucks, not to mention punctuation that is fully missing.

I've seen him in action and I'm going to say No.

Often I find him spawnkilling, raging over little matters, spamming in Caps Lock, offending others, bugging me and other Mods/Admins etc. etc.

His English sucks, he's always capsing and he will abuse.
I say no.
